What is "历史上罕见"?? I google searched "６１年, 山东大水灾", but didn't get anything back ...
If it only happened in the area you lived in, then I think that doesn't count.
Actually ShanDong had fewer people died during those three years than many other provinces.
The bottom line is, I have always heard it was country-wide drought during those three years, plus USSR asked us to pay back the weapons used in Korean war. It's surprising to see a different theory of big flood ...
