If you really want to verify these historical events, google is enough for most of us (probably not enough for people like YunEr, who really wants to do serious research work).
Other than "（１９４２年-１９４３年）春大旱，仅河南一省就饿死数百万人", I couldn't verify any other number 南京老右 provided. There was several disasters around 1942, including drought, locust, hail, etc., and they were mainly around HeNan area. Even with all these real disasters, I wasn't able to find one number reached 10,000,000 DEATH, which is half of his "据不完全统计:不到一年间，就有近２千万人饿死".
Maybe 老右 can enlighten us ...
