MOSCOW—President Dmitry Medvedev announced Saturday that he will step aside next year, assuring the return of his powerful predecessor, Prime Minister Vladimir Putin, to Russia's highest post—a switch likely to bring more years of authoritarian rule and uncertainty over the Kremlin's relations with the West.
