What? The supreme court needs authorization from the national assembly to interpret the constitution? I am afraid that you are really confused and don’t have the basic concept of a constitution government.

In any case, the whole thing is beside the point. China doesn’t have rule by laws and the Chinese constitution is totally worthless, subject to complete rewriting every few years to suit whatever the head honcho’s need of the moment.
