the National Guar 是 militia. 但 militia 不一定是 the National Guar. 美国
中西部有很多右翼民兵组织. 在麦克维爆炸联邦政府大楼时, 媒体对这些民兵组织
有很多报导(麦克维和右翼民兵组织有关联).
the National Guar 就是 militia 是联邦政府的说法. 很多右翼民兵组织不承认the
National Guar 是 militia. 在美国宪法成文的年代根本就没有The National Guar.
The National Guar 是根据国会的一项法案成立于1903年. Thomas Jefferson 在
解释宪法第二修正案是说道 " The strongest reason for the people to retain
the right to keep and bear arms is, as a last resort, to protect against
tyranny in government". 因此 militia 应当是保护公民, 免于专制政府统治的民
间军事组织. 根据美国宪法, 只有在militia 被征召服役时(when called into actual
service of the United States), 美国总统才是militia的总司令. 而the National Guar
是由联邦政府财政部供养的, 由总统担任总司令/最高长官. the National Guar 怎
么会是militia?
