Ottawa will act against China's spies

OTTAWA -- Canada is taking seriously a Chinese defector's allegations that Beijing has more than 1,000 spies in Canada, vowing that it will take tough counterintelligence measures if necessary to protect its sovereignty.
Under pressure from Conservative Leader Stephen Harper to crack down on Chinese spying, Prime Minister Paul Martin told the Commons that he raised this very issue with Chinese leaders when he was in Beijing in January.
"I dealt extensively with Canada's interests. I dealt extensively with Canada's sovereignty and the need to respect state sovereignty between countries," Mr. Martin said.
"It is also well known that Canada maintains a vigorous counterintelligence program to safeguard Canada's security. It is also very clear and Canadians can rest assured that we maintain a very strong law enforcement and security system that will enable Canadians to be assured of their own protection and their own security," he added.

Mr. Martin was responding to questions about the assertion of former Chinese police officer Hao Fengjun that Beijing maintained more than 1,000 spies in Canada to inform on members of the Falun Gong spiritual movement.
Mr. Hao, 32, was a member of a special section of the Chinese Public Security Bureau that dealt with Falun Gong until he sought political asylum in Australia this year.
The Chinese embassy in Ottawa flatly denies the allegations, saying they are the fabrications of a man who is trying to build a case for refugee status and permanent residence in Australia.
But both the Australian and Canadian governments have indicated they are taking Mr. Hao's allegations seriously enough to investigate.
"We always take all of these allegations very seriously," Foreign Affairs Minister Pierre Pettigrew said.
"Clearly, we do enjoy with China a very constructive dialogue. We work with them. We expect from them respect for our sovereignty. When they are here, they are meant to respect our Canadian laws," Mr. Pettigrew added.
Mr. Harper broadened the question to include allegations by former members of the Canadian Security Intelligence Service that the Chinese engage in extensive industrial intelligence in Canada.
Public Safety Minister Anne McLellan said federal agencies are on the case. "CSIS and the RCMP are engaged [on] an ongoing basis [in] making sure that the collective security and economic interests of this country are protected."
Mr. Hao told The Globe and Mail that Beijing recruited a large number of Canadians of Chinese origin to spy on Falun Gong practitioners, and to conduct a harassment campaign. He also said more traditional "professional" spies were sent to Canada and that visiting Chinese businesspeople and students were also used to collect information about Falun Gong.
On the basis of the police files he saw, he estimated that China had more people spying on Falun Gong in Canada than in the United States, Australia or New Zealand.
The meditation group was banned as a subversive cult in China when thousands of members staged a surprise dawn protest outside the compound of Communist Party leaders.
