1) Pass a bill in the local CPCC to ban tickets waivering for
all visitors, and setup a scheme to give out very limited free tickets (e.g. senior citizens, handicupped);
2) Setup a scheme to restrict activities like 吃喝招待. Set a half-year booking policy to curb spontaneous activities, setup a quota to prevent abuse from outside government offices(GO's), and a balotting policy, all group visits by the GO's are required to book a 吃喝招待 half year before the activity, a maximum quota is set in each red-? district, and balotting is used if the quota is exceeded.
