Of course you can say the banking system as a whole is involved in such transactions. However, it is the chief function of the central bank to monitor "money supply," for example, by determining short-term interest rates, and most importantly, the "reserve ratio" in a system of fractional reserve banking. The central bank, if you will, literally holds the reserves from various individual banks.
