Is that because their 财富的绝对值 are bigger than the rich people in China now?

If the people is still struggling for the basic need of everyday life, it is not realistic for them to donate, and the absolute value of the money is important for them. When you talk about millionairs, they should be able to make some donation comparable to their income, although the absolute value of the money might be different because of the currency exchange.
