My impression is that the death penalty is a very small fraction of the sentences, and the "economic crimals" is only a part of all the criminals in prison. I don't think the capacity of the prison is a reason at all.
I think the root problem is the lack of thoroughness in fighting 经济犯罪. Instead punishing more, they chose to punish those few they caught and those who they are willing to punish with more severe method. Due to their laziness and incapability, and unwillingness to punish those they don't want to touch, some people's life are treated lightly and at the same time, they cannot fight the crime effectively. This is why "(有死刑都尚且如此)".
Normally death penalty is given to those violent criminals and those who threats other people's life.
