control panel->region and language options->language Tab->Details->Add->

there will be a dialog box prompts out, in the dropdown list, select PRC, and then, check ENABLE KEYBOARD LAYOUT, then, you can find out the IME 3.0 in the bigger dropdown list, ok done.

BTW, click Advanced buton, and checke Extend support if you want to type chinese in Notepad.
