You are right. It's always been the interest first and the ideology second. Ideologists may converse the sequence of two matters.The consequence will be fatal for a nation.

Good example is USA. The former president Carter was too enthiusastic about human rights. He was kicked out of the offcie right away. Ideology should serve the interests. This is the secret of America's success.
