I still have some questions:
1. how about local court? can they treat some case just 置之不理 too?
2. if 最高法院对某些案件 can 置之不理, local court should can be same too, right?
3. if so, is that meaning to some case court can 置之不理, right?
4. here what you say is 申述. is kind of different than to sue. how about for suing?
5. can I consider noruling is kind of acquiescence?
you forget talking about that can anyone sue any court?
