根据密西根法律：

“Michigan election law requires local clerks’ offices to begin mailing requested absentee ballots to voters 40 days before an election is scheduled to take place. For military and overseas voters who have an absent voter ballot request on file, those ballots must be sent out by clerks no later than 45 days prior to the election.
Last updated Aug. 24, 2020”
除非是军人或者在海外，ballot 应该是在大选前40天寄出。
然而那张选票是 9月19号寄出，离大选还有45天。
