腐败在广义上说是行为主体为其特殊利益而滥用职权或偏离公共职责的权利变异现象，从狭义上说泛指国家公职人员为其特殊利益而滥用权力的权利蜕变现象。
腐败是指国家公务人员借职务之便获取个人利益，从而使国家政治生活发生病态变化的过程。
