因此他说的是，任何政权如果窝藏恐怖分子（例如扎卡维在2002年5月就进入了巴格达）、或者为恐怖组织提供资金支持、或者为恐怖分子设立训练营、或者给他们提供护照、或者动用官方宣传机构鼓吹伊斯兰圣战理念。。。它们就会被当作敌对政权来看待。你要么继续从事这类活动，要么停手，逻辑上不可能有第三种选择。当时通过的联合国决议也有类似的条款，禁止窝藏恐怖组织。
