Read the second paragraph of Article 2 Section 2. That's the case for each secretary, Congress shall vote on cabinet memebers except vice president. Vice president is an elected official, who is a back up of the president. The simple word is: president appoint memebers, and congress endorse them.

In US history, there is not a VP get impeached by congress, but resign occured. For example, check out how President Ford became an elected President. Attorney General experienced cognress grill lately. Check the cspan often, you can have more concrete idear.

For declaring war, a little complicated. There are over 200 wars in US history, but only couple of them are in due process, one is WWII(the other I forget, you may check out a book War & Peace by John Yoo). The emergency sitution is obviously over abused by all presidents.

The way congress can harness a war is budget. In fact, Vietnam war was ended in this way.

三权纷离(definetly wrong word here), not means seperate power, but distribute power; there isn't clear boudaries. I know you don't believe me, but this is what architect of the system said. He(they) prefered uncleraness to ensure dog fights among 3 branches so that no single branch can abuse its own power.

The reason that Bush could do so much damage is there weren't oversite branch in his first term, congress was R too; and the terms terrorism and pariatic are soooo strong that no one dare to challegen it.

U.S. Constitution - Article 2 Section 2
The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any subject relating to the Duties of their respective Offices, and he shall have Power to Grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeachment.

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.
