I was brought up in 知识密集型的单位; and my parents' siblings are enginees in various factories, most of them are college graduates in early to mid 60s. I know what was that.
The policy was across the whole nation: "Working class leads all." Though workers didn't have real money in 70s, but they got some in 80s.
