How? The Food and Drug Administration (or FDA) perhaps with some help from the Center for Disease Control (or CDC) would be responsible for monitoring only a small portion of the global food supply, ie, food consumed in the US. And the FDA has been centralized for some time.
Second, I wonder if melamine really is responsible for the cat deaths. The problem is that melamine is considered low toxicity in humans. The material safety data sheet (or MSDS) for melamine doesn't even mention melamine's toxicity (meaning it probably isn't an issue for a one-time dose in an industrial setting).
Keep in mind that cats and dogs are much more sensitive to food toxins than humans are. Chocolate, for example, is toxic to them. So it's very possible that melamine or some other chemical was used in concentrations that are considered harmless to humans (unlikely IMHO), but turned out to be very harmful to pets. Alternately, it's possible that we still haven't found the chemical responsible for the poisonings. Since people occasionally eat petfood, it is possible that we may see some human deaths from this poisoning.
If the source of the poisoning is correctly determined to be tainted gluten product from the Chinese company in question, I imagine we'll get to see the ugly process for assigning blame across international borders. Did Menu Foods take due diligence in protecting its customers from harm? There seems to be a delay between initial complaints and testing, for example, if I read the story correctly.

How this blame game playing out:
us:"You gave us gluten food."
them (with absolute straight face):"We have no idea what you are talking about. Why, this morning we fed it to 100 school children. There must be something wrong with your lab."
us:"Your gluten is poison!"
them:"We don't sell gluten. Hey, you want a dinner roll? Lots of fiber."
us:"We bought this gluten here from you. It has your company name on it."
them:"Many companies here with similar names. That's not our company."
us:"It was shipped from your company's factory."
them:"I cannot believe that US thieves have stolen the name and symbol of our company. Have you given much effort to tracking down them?"
Not that I've watched many US companies own up to things they did. The really scary thing is that because people know this is how things go, the incentive may be present to point blame outside regardless. Not saying the gluten's not the cause. Just that depending on who is running the investigation the first answer might be "good enough".
