Constitution government, rule of law and democracy don’t exist in vacuum. History shows that each attempt at democratic reform brings a chaos and civil wars and a more ruthless government, as Lu himself admitted that the late Qing was better than the nationalist government which was better than the commies.
If Hu and Wen try this thing again, there is a high probability that the central authority will collapse again and brings a new reign of terror. Hu and Wen are not stupid. They have a far better understanding of the problem than anyone here.
There is no absolute security for anyone, especially not for national leaders. One can be hit by a car while trying to cross the street or a meteorite can hit ZhongNanHai. A plane was hijacked to hit the White House, even though it was unsuccessful. Chinese government has lived with the threat of military coup since time immemorial. In relative terms, Hu and Wen’s positions are among the most secure in Chinese history.
