I am also against revolution and for reform. However I think you are missing the point. Nobody really reforms against their own interest. You need to give them some pressure, in other words, maintain the threat of revolution. The threat is not credible unless you are willing to carry it out. This is why the IRA developed a political wing and the Fattah has a more militant Hamas counterpart.
The threat of a possible nuclear catastrophe is also a red herring. Back in the old days of cold war, the United States didn't just surrender simply because the Soviets had enough nuclear weapons that could destroy U.S. many times over. Instead they developed the MAD (mutually assured destruction) strategy and convinced the Soviet to adopt the same policy.
