Chapter 21
Defense Ministry, Sept 12, 1971


Han was doing his utmost to remain civil across the table from his North Korean counterpart. His nostrils flared and his hands shook under the table. It was amazing that all communists, without exception, were so equally shameless no matter where they came from.
General Park Jung-nam, Bureau Chief, General Staff of Korean People’s Army or KPA, helped himself to the Panda Brand cigarettes on the table. “Our Air Force needs 6 more squadrons of your latest Mig 23 fighter planes within the next 18 months.”
“Six squadrons, you say?” Han was incredulous.
“Yes. It is the very minimum. So as to counterbalance the quality superiority of American F86-Sabre fighters deployed at Tague, Siwhon and Inchon. Needless to say that we will be forced to require more once their F-15 Air Superiority planes are fully operational.”
“I am not at liberty to tell you how many Mig 23s have been delivered to our own Air Force. But I can assure you that we would provide the planes to you if only we could.” Han lit one cigarette, too. But he didn’t inhale, watching the smoke rise up from the burning end in his fingers.
“I am sure you would. But the requirement is urgent, considering the aggressive posture of the Americans and their puppet regime in Seoul.”
Han had little patience for games and lies. “Are you saying that you perceive a clear and present danger of a war breaking out anytime soon?”
Park smiled enigmatically. “It is something both of us want to avoid, just like 20 years ago. No? Now may I go on with my list please?”
There was nothing Han could do except nodding his head wearily. The order had come from above to “help our Korean comrades in any way that we can, with anything that we have. In case we don’t have what they need, we will consider importing the same from the world market.” The North Koreans knew this, too. And they were availing themselves.
“Thank you.” Park lit a fresh cigarette on the stub of the one he was smoking. “In addition to the fuel, grains, trucks, railway cars and locomotives, army uniforms and boots----the manifest will be handed over to you at the end of the meeting----what we need most is the construction of a nuclear reactor plant, the materials, equipment, the know-how, the technicians and engineers to build it, you know, the works.”
Yang nearly bolted up from his seat at the end of the long table. This was craziness beyond belief. Not only was this technology relatively new, and therefore unstable, it had military and civil duel purposes, too. Kim Il-Sung had not been shy of invading the South Korea with only 7 full infantry divisions back then, what would he do if he had a nuclear toy to play with? Looking anxiously sideways at his boss, Yang was once again impressed, and relieved. Han was nothing if not a rock of calm reason and solid stability, as if people asked him for an atomic bomb everyday. Little did he know Hans’s patience was wearing thin.
Han chose to come in at the middle, never giving the Koreans any reason to suspect how much authority he possessed, or didn’t, for that matter. “Look, I understand that you have difficulty keeping the lights on, and houses heated. That is why our mine workers are working three shifts a day to dig out coal for you. Ditto our petroleum workers. The oil from Da Qing oilfield is diverted to your pipelines even before it reaches our own Great Wall. Besides, you may be aware that our own nuclear reactor is still on the drawing board. So you will have to wait a little longer. Like I said, we would if we could, and we would that we could.”
“It never hurts to be prepared, no?” The North Korean general was not a man to be put off easily. “The thing is, I am reliably informed that soon France will be shipping the first cargo of equipment for your nuclear reactor plant in Guangdong Province. The blue print has already been delivered under your contract with the French. I don’t see a reason why true communist comrades can’t share technology, no matter how high-tech it may be.”
Han kept a dead pan face, “Right. Nor do I. But we can’t share what we don’t have yet.”
Park changed gears smoothly, “We can wait, and would appreciate it if you’d keep us advised. Meanwhile, how about something you do have in your formidable arsenal?”
“All you have to do is name it.” Han was all friendliness. Talk was cheap anyway.
“There is no name for that yet, I mean it is not yet christened. But it was launched to sea on Dec 26, 1970, and right now on a trial run off in the Yellow Sea.”
Han was forthcoming. “Oh, you refer to our very first nuclear submarine.” There was no point in hiding it now that it was already out in the open. The Koreans obviously had very good intelligence. Or the PLA had some very bad leaks. “Since you are so well informed, then you ought to be aware, too, that it is not yet fully operational.” Han suddenly lowered his voice. “As a matter of fact, I am disappointed that you have not yet mentioned a nuclear device. I mean, what are a few atomic bombs between brothers?”
Park laughed. “I like you, Comrade Han. You know that? I like you very much. But who said anything about bombs, nuclear or otherwise? That said, of course, if you can spare a couple, who are we to decline?” He winked at his entourage who laughed dutifully.
“I am sure you won’t,” Han fixed his eyes on Park. It had been a lost cause from the outset. “Now that this subject is on the table, you will probably also like to know that it costs an arm and leg to build one nuclear reactor, and the other arm and leg to maintain it.”
“Perhaps.” Park was quick with a well-rehearsed reply. “But your great leader, nay, the great leader of the world revolution, Chairman Mao will be very happy to help out. He said as much to Cambodia’s King Sihanouk who incidentally is in our country as we speak. Since we are very much a part, and an important part of the world revolution----aren’t we at the very front at the battlefield shielding you from the savage fangs of American beasts, you will naturally be as generous.”
“You shielding us?” Han was too indignant to see the trap, Yang realized with a sinking feeling. It was painful to watch a veteran lose his touch and beaten at his own game.
“Why yes.” Park said. “During the 1950 Korean War, you sent 1.5 million of your ‘Volunteer Army’ to our country, for what? Oh right. I remember now: ‘To Protect Our Home and Defend Our Country.’ I can still sing along that battle song you people sang while charging in the snow-frozen hills. Please correct me if my memory falters.” Tapping the tabletop with his fingers, Park crooned, “ ‘In gallant spirit, We march across the Yalu River/To Defend the Peace, To Defend Korea/Is to Protect our own Homeland…We Shall Defeat the American Adventurous Wolves.’” Park finished his singsong, and looked at Han in all his feigned innocence. “You were fighting the Americans in Korea to protect your own country. You said so yourself.”
Crushing the cigarette in the ashtray with a trembling hand, Han kept his professional restraint, but just barely. “Isn’t that the truth. Isn’t that the truth.” He repeated to himself.
Yang fisted his hand under the table, looking daggers at the North Korean who was enjoying his sure-win performance. He could almost feel his boss’s humiliation and anger but there was not a thing he could do or say.
Just then, the door flew open and in stumbled a young communications officer. “Director Han, Director Han. You are urgently wanted by the Premier!” The officer shouted, oblivious of the visitors. Han frowned, stood up, gave the Koreans a curt nod, and was out of the room, followed by a flurry of his subordinates.
