恐怖主义：
‘the systematic use of violence to create a general climate of fear in a
population and thereby to bring about a particular political objective.
Terrorism has been practiced by political organizations with both rightist
and leftist objectives, by nationalistic and religious groups, by
revolutionaries, and even by state institutions such as armies, intelligence
services, and police.’
如果王组织一支军队，宣布对人民秋毫无犯，只和共军做战，那便是战争，而非恐怖主
义。如果暗中组织和实施炸大使馆和在游行时实行暗杀，那就符合这个恐怖主义定义。
因为大使馆里有和平居民，制造了‘general climate of fear in a population'。在
国庆50年游行时实行枪击不但在人群中制造恐怖，而且有杀掉人民之可能。
