Assume the city has population of 5 million , each person consumes RMB1 of salt each month. Annual revenue in this industry itself is 10,000,000 * 1 * 12 = RMB 60 million.
Assume 夏邑县盐业局 employees' average salary is 10,000 RMB annual, it will make 2.86 million.
The deprivation ratio = 2.86 / 60 = 4.8%. CCP is taking 5% out of the total revenue in this industry.
Suggestion: Shut down city/county level 盐业局 and retrench majority of the employees. Retain 5% of its employees and merge them into the local department of commerce to administrate local salt industry. 办公室、财务科、人事科 will be gone, 运销科、盐政科和工业盐管理办公室 will be jointly managed by provincial 盐业局 and local department of commerce.
