I think China understands the following Machiavellian strategy, as shown by its recent behavior towards India.
India has to learn to play this game with China. No matter what China says, it will never be a friend towards India, for a couple of reasons.
China does not want the India-Pakistan dispute to be solved, because China makes enormous amounts of money supplying arms to Pakistan.
China has, and always will see India as a threat because, of all the countries in its neighborhood, only India has the potential to become a true competitor to China.
China is an expansionist country, which is why it has not solved its border disputes with India, and even Russia. China dreams of becoming a superpower that will one day expand its borders even further, taking over large parts of its neighbors' lands, and eventually SouthEast Asia. This is also in keeping with its Communist ideology: It wants to keep becoming bigger and more powerful, unifying more land under Chinese control.
Thus China will not solve its border dispute with India, and it will make sure that India and Pakistan remain enemies; because this way Pakistan is doing all the work for China. As a result, China and India will remain natural enemies.
