今年九月八号是联合国教科文组织UNESCO制定的世界扫盲日,同时UNESCO还在积极推广一个为期十年的世界扫盲活动.中国这个世界人口大国却安静的跟没这事一样.因为这个和世界旅游日,世界食品日,世界艾滋病日等不一样,它不能成为一项买卖,却是需要真金白银的.再说了,中国政府始终在中国的教育水平这个问题上大做手脚,偷换概念,企图遮人耳目.这种典型的驼鸟政策的最直接后果就是各地方政府只在数字上做文章,而不是扎扎实实地搞教育.
中央政府带头弄虚做假,那还不是上行下效的事. 中国政府始终在使用缩了水的字盲标准取代国际上流行的文盲标准,同时又拒绝进行人口素质的专项统计. 汉语里人的单位是"口",不是"头",所以人的素质并不重要."口"比"头"更重要,在中国人的观念中猪到是按"头"来计算的.所以中国的人"口"素质不重要,只要让他们饿不死,政府就已经尽完了自己的全责.
下面是从UNESCO网页上择录的亚洲几个国家的扫盲政策,都是原文.中国政府提供的就是这么一句话. 只要农村人认识1500个汉字,城市居民认识2000个汉字就算扫盲了.和其它国家的扫盲标准:"会阅读,会写,会算"的要求有天壤之别.会1500汉字的居住在中国农村的占中国70%的农民,有阅读能力吗? 有书写能力吗? 中国政府连个专项统计都不敢做,还在国际上推出这么个丢人的标准,这不是拿中国人当傻子吗?都说中国人好面子,他们真的好面子? 我看他们脸皮比城墙拐弯还厚!
下面是亚洲几个国家的扫盲标准,供各位品玩!
泰国: A literate person is one who can read, write and calculate, as well as know how to solve problems through "Khit-pen" process, which consists of information on academic knowledge, self-knowledge, and environmental knowledge. He/she can make decisions to solve his/her problems by considering those three areas of information.
印度尼西亚: Anybody who can read and write using the Roman alphabet, do simple calculations and can function in Indonesian Language and basic general knowledge.
Literacy programme implementation through a functional literacy approach in the Illiteracy Eradication Programme is aimed at people who are 10-44 years old. Teaching-learning process tries to integrate basic knowledge and vocational skill based on local content, local design, learners, need and interest.
菲律滨:
Basic Literacy:
A basically literate person is one who has the ability to read and write and understands a simple message in any language or dialect.
Functional Literacy:
A functionally literate person is one who has a range of skills and competencies, cognitive, affective and behavioral which enables him/her to live and work as a human person, develop his/her potentials, make critical and informed decisions, and function effectively in society within the context of his/her environment and that of the wider community (local, regional, national and global) in order to improve the quality of his/her life and that of society.
中国:
One who can recognize more than 1500 Chinese characters (for a farmer) and 2000 characters (for an office worker or urban resident).
