setup returning account is a practical way
setup returning account is a practical way to resolve the corruption. it's not a perfect way, but is the way we can operate. and it's the way better than dig out all the corruption, then send those people to the jail or even kill them.
people angry at this way is understandable. because those corruption caused too much problem. crushed system. they should get punishmen. but we also should face to the fact. to choice a practical way. or we say a better way. "compare with two harm pick a light one" is a traditional knowledge.
if we don't setup a returning account, are there any better way to choice? if the answer is yes, of course we pick the better way. "compare with two benefit pick a heavy one" also is a traditional knowledge. but looks we haven't find out the better way. so, i think, to setup a returning account is a better way to resolve the corruption now.
there are some reason can support to setup a returning account to resolve the corruption problem.
first, we have to admit that corruption is wildly spreaded. there are too many people involved in. it's almost imposible to send so many people to the jail. also don't have so many people to check out all those corruption. even have so many people to check them out, still have a problem, which is cost too high.
and we can't deny so much corruption happend is because we don't have a good system, which can resist corruption to spread. not only because those people are greedy but also the system caused corruption. anyone get on the position very much posible to do the same thing. so, the system also should responsible some.
to setup a returning accout is not a target. dosen't mean every couple years reset again. that's the way to start build a good system which can resist corruption to spread. so, to setup a returning accout just a first step to build good system. we should pay more attention on how to build the system, not on how to punish those people who are involved in.
i don't want to speak in defence of those who are involved in corruption. but i want to say, to resist corruption is not to punish. the target is to protect people, is to build a fair society. giving a way to those who are involved in corruption is nothing wrong. let them to start a new life. that's not a cheap sympathetic. don't just know the punishment, give up the hate inside the heart.
but we also need to know after the first step, when start the second step, and the third step. and so on.
and i think also should setup a consultative office for the returning account. otherwise, maybe many of them don't know which kind of money they got should return. and how about the non-cash illegal benefit? like house, stock, and so on? also should do some research on last time's returning in 1998. why only had 3 person returned?
chinese 5000 years history tell us, revolution are caused by corruption. it's the time to face to it seriously.
