chinese goverment should offer job to all of them
what i want say is chinese goverment should offer job to all the students who got master or PHD degree. whatever they got in china or over sea. and also goverment should offer job to all the university graduated students.
these days, we can find many news on the internet about people who got degree in western country, retun back to china, hard to find job there. and, looks like alots chinese snigger at this. that's not funny.
china need respect educated people. this is very important. now days the social ethical system is crushed in china. main reason is we don't respect educated person.
in here, i don't want talk about why this is a main reason. i only focus on the practical situation.
only talk about using "DE" ( i don't know how to translate it into english, just conside as "ethical" to instead ) to manage the country is not enough. have to find out a right way to achieve the target.
the right way using "DE" to manage the country is let well educated person to manage country. let well educated person manage country, should let them get in goverment. so, goverment should offer job to all the person who are with master or PHD degree.
also, i read news find there are about half million university graduated students can't find job in china. it shouldn't happen. still not too many university students now. goverment should offer job to all of them.
that's not a imposible thing. that's the thing have to do.
after university reopen to now. that's from 1977 to 2004. the students graduated from 1981 to now is 23 years. if every year graduate 300,000 total are 6,900,000. about 7 million.
we know goverment officer are 1 in 30 in china now. that's 42.7 million. ( 1280 million/30=42.7 million ). if all the university graduated students get in goverment still not enough. how can they hard to find job?
how many university graduated in goverment now? we can roughly count it out. during 1966 to 1981, there are no students graduated from university.
a student graduate from university is 23 years old. so,
2004-1966=38.
38+23=61
at china people retire at 60 years old.
that means the people got in goverment before 1966 are all retired. basiclly there are no old university graduated in goverment now. and between 1966 to 1981 years got in goverment all don't have university degree.
in other way
2004-1981=23
23+23=46
so, basiclly only the person who younger than 46 years are possible graduated from university in goverment.
if all the students graduared in these 23 years get in goverment.
7/42.7=0.16
there are only 16% in goverment with university education.
actually, most university graduated students are get in factory or commercial area. less than half get in goverment.
from these, we can easily find out, most goverment officer are low educated in china. specially outside big city.
have to find out a right way to change this situation.
we can't simplly kick them out. a person if over 40, specially didn't get high education, is hard to change job. but those younger than 30. should let them move out. find job in other area. let high educated person get in goverment.
and, every year, goverment hire new employee, should hire master and PHD first. than hire university graduated students. no more low educated person should be hired.
here are some special. as i know, there are only college for the police and coustom officer.
one thing hard to do is most high educated person are in big city. they don't want get job far awy, poor area, or in small town. but if pay is good, i believe some one will go. people are talking about using high pay policy to reduce corruption long times already.
today what they talk about high pay policy to goverment officer is wrong. because most of goverment officer are low educated. how can all low educated person get high pay, and high educated person can't find job? that's ridiculous.
high pay policy to reduce corruption is not wrong but have to let high educated person get in goverment first.
so, chinese goverment should offer job to all the people who has master or PHD degree, and also should offer job to all the university graduated students now.
