I was told by a cab driver in CA that it was very dangerous to be alone in Tinuana, Mexico, because the police might confront you for money. You would be in trouble if you refused, not from the police himself directly though but from the gangsters associated with the police.
However, I found the police was very friendly over there and I didn't see i would have any trouble although i prepared a $20 bill in my pocket just in case.
There are a lot of policemen in Tinuana, much much more than that you can see in NYC.
They handcuffed some, for what? See the pigeon on the ground that is so happy:)
