Foreign firms to share high-speed railways

BEIJING - Foreign enterprises are expected to take nearly half of the market share in China's high-speed railway construction scheme for the 11th Five-Year Program period (2006-2010), which will need a total investment of one trillion yuan (US$124 billion).
As Chinese enterprises haven't mastered the core technology concerning railways with speed exceeding 200 kilometers per hour, they can only undertake the construction and production of road beds, bridges, rails, power distribution frames and other basic components of such systems.
In contrast, the core sectors involving high technological content, including the trainsets, telecommunications, signal and power supply systems, have to rely on imports. Moreover, some professional services such as project design and construction supervision also have to be hired overseas. Estimated on the basis of existing cases, of the one trillion yuan investment, domestic and foreign suppliers are expected to take about half of the market share in each case.
However, Chinese enterprises may also scramble for a small part of the orders for high-speed trains, though foreign companies monopolize the technology. This is because the Chinese government is implementing the policy of Swapping Market for Technology in introducing high-speed railway technology. Under the policy, the Ministry of Railways cannot purchase products directly from foreign enterprises, but from Sino-foreign joint ventures instead.
Earlier this year, Li Zhijun, Chinese minister of railways, announced that China would invest 1.25 trillion yuan to build 17,000 kilometers of new railway lines from 2006 to 2010. Among these, special passenger transport lines include the Beijing-Shanghai, Beijing-Guangzhou, Beijing-Harbin, Shenyang-Dalian and Lianyungang-Gansu lines, totaling 7,000 kilometers, which will support trains reaching 200-300 kilometers per hour.
