有人批评上海对乞丐的政策，俺只说了一句美国警察也会驱赶一些地段的
乞丐，而“驱赶”比上海的“千万莫同情”要厉害的多。马上就有雪浪横
江和晓钢两位出来痛斥。一个断言“公共地面儿上，美国警察没权轰人”，
一个说，
> “有些地段”不准乞丐在那呆着，但别的地段还能呆。毕竟“准呆”的
> “地段”多了去。可如果大家都“千万莫同情”，那乞丐无论到什么“
> 地段”，都一样没生路。你看看哪个励害！
既然如此，俺只好给你们抄点东西看看。下面是两个美国城市的法律对于
乞讨的规定，一个规定，在大多数情况下，在城区公共场所不许乞讨，还
一个干脆规定任何人在公共场所乞讨是非法“It shall be unlawful for
any person to be found begging in a public place.”
这可比上海的规定厉害。两位说，是吧？

City Code: Begging
A 1996 ordinance regulates begging in the city. In most cases,
solicitation of "the immediate payment of money or goods . . .
whether or not in exchange for goods, services, or other
consideration" is not allowed on public property. It's also
prohibited on buses, at bus stations, in public parking structures,
and within 10 feet of an ATM. Panhandlers may not approach drivers
in their cars, nor may they follow and continue to ask for money
from someone who has turned them down.
