Cincinnati Again Has Pit Bull Ban

Salina Jones, 5, might be the poster child for Cincinnati's new pit bull ban that passed by a vote of 8-1 Wednesday.



"It broke one bone and it bent the other," said Salina's mother, Angela Smith.



Still disfigured and scared from an attack almost two months ago from the next door neighbor's pit bull, Salina's story is one of an increasing number of attacks to reach city council members.



During Wednesday's council meeting, Councilman Pat DeWine cited statistics showing that fewer pit bulls are loose on the streets than before the ban was lifted in 1999.



More than statistics, stories about attacks might have swayed council members.



"We all know from being here that the number of problems have increased," said Pat DeWine (R) City Council Member.



"And to me that is enough to go back to where we should have been in having these animals banned," said Chris Monzel, (R) City Council Member.



And that is where council went. but not before hearing debate. for one, that it doesn't matter what the law on pit bulls is if nobody enforces it.



"Unfortunately enforcement costs money and there's siimply not that kind of money available to do the job the way I think it should be done," said Harold Dates of the S.P.C.A.



At least one member also wondered whose fault pit bull bites really are... james tarbell says don't outlaw the dogs, outlaw the people who own them but don't restrain them.



"These laws often fail to take normal dog behavior into account and may not assign appropriate responsibilities to their owners," said James Tarbell, (D) City Council Member.



"That is the truth. It's not the dogs; it's the way that they take care of them," said Angela Smith.



But Angela Smith holds the evidence in her lap that whatever was being done was not enough. She was thrilled to hear the news that council had approved the ban and agrees with councilman Pat DeWine.



"Pit bulls don't make sense for people who live in the city," DeWine said.



The neighbor whose dog attacked Salina Jones still faces charges from the incident for not registering her dogs and not restraining them.



Michelle Williams claims she has gotten rid of her dogs but Angela Smith says Williams still has at least one of them.



Under the new ordinance, people who currently own pit bulls will be able to keep them despite the ban if they register the dogs by November 1, 2003.
