Number of People Who Are Hungry Continues to Climb

• Oregon remains first in the nation for hunger*

• Children and families have greatest need for emergency food

• Most adult recipients are working, retired or disabled

PORTLAND, Ore.— Oregon remains first in the nation for hunger*. Worse yet, the number of people who are hungry continues to grow.

Those most likely to need emergency food are children and families. In fact, 40 percent of those receiving emergency food boxes are children 17 and under. Most adults who receive emergency food are working, retired or disabled. And two-parent families make up the largest group of those receiving emergency food.

。。。

Why is Oregon’s hunger rate so high?

The Oregon Center for Public Policy traces the causes of Oregon’s high hunger rate to four main conditions:

• Housing costs have soared while wages have stagnated. Oregon’s housing values shot up 129 percent during the last decade.

• The gap between rich and poor grew four times faster in Oregon than nationally. The average family income of the richest fifth in Oregon grew 34 percent while the poorest fifth declined by 6 percent from the late 1980s to the late 1990s.

• The changing nature of employment in Oregon has resulted in fewer family-wage industrial jobs and more low-wage service jobs.

• Rural Oregon fares poorly due to more seasonal employment that equals lower annual incomes overall.

Although food stamps help, they aren’t enough. The average allotment for food stamps is $74 per month per person or about 84 cents per meal. But the average cost of a meal at home is $1.56, according to the USDA “Low Cost Meal Plan.” So, it’s not surprising that 94 percent of the HFA survey respondents, who had received food stamps, say their monthly allotment ran out at least a week before the end of the month.

The Oregon Food Bank Network conducted the 2002 Hunger Factors Assessment study during a two-week period in April 2002. It collected 2,856 surveys from a balanced service area. The full report is available at www.oregonfoodbank.org
