Maybe in well developped regions, use 县 as the lowest hierarchy.
With the pay roll saved from this cut, the government can invest
in places where the economy is bad, and continue use 镇 as the
lowest hierarchy. Gradually move some rare & iregular government
functions like marriage registrations, business registration etc.
to the 县 and downsize the 镇 level governments.
