You have them and everyone has them.
If you decide to act according to them, then they survive through you. 道德体系，价值观等is not something out there. They are expressed through million individuals' thought and action. It is the people who maintain the culture.
In contrast, political system exists to maintain the country, not the culture. Political system are mostly the products of cultures, not the arbitors of cultures. Why? Political dynasties short, cultures are more long lasting.
