It is quite meaningless to single out any one item and conclude that "Look, because China is not as good in this aspect, Chinese culture is bad."
It is a common assumption that life improve with medicine. Of course it is true to some degree. But statistics had clearly shown that the coherence of a society and the overall intelligence of the people contribute more. Medicine can cure disease and fix up a person's broken bone. But a society with well developed support system and education system can reduce stress and preclude risk taking behavior to a greater extent. Residents of such society also have better immunities toward all kind of diseases.
If China did not contribute as much in the field of medicine, part of the reason is that China had less need for it in comparison with other societies.
