3.促请仍然保留死刑的国家

(a) 充分履行《公民权利和政治权利国际盟约》和《儿童权利公约》规定的义务，尤其不应对最严重罪行以外的任何罪行判处死刑并且仅根据独立、公正的主管法庭作出的最后裁决执行死刑，不对怀孕的妇女实行死刑，并确保获得公正审判的权利和争取赦免与减刑的权利。

(b) 确保“最严重的罪行”概念的范围不超出具有致命或极端严重罪行的蓄意犯罪，不对非暴力的金融犯罪判处死刑或对非暴力的宗教活动或良心表现判处死刑。

3. Urges all States that still maintain the death penalty:

(a) To comply fully with their obligations under the International
Covenant on Civil and Political Rights and the Convention on the Rights of the Child, notably not to impose the death penalty for any but the most serious crimes and only pursuant to a final judgement rendered by an independent and impartial competent court, not to impose it for crimes committed by persons below 18 years of age, to exclude pregnant women from capital punishment and to ensure the right to a fair trial and the right to seek pardon or commutation of sentence;

b) To ensure that the notion of “most serious crimes” does not go
beyond intentional crimes with lethal or extremely grave consequences and that the death penalty is not imposed for non-violent financial crimes or for
nonviolent religious practice or expression of conscience;
