Put your OS CD-ROM in your CD driver, change BIOS(usually by pressing 'Del' key during the boot process) to let the PC boot sequence as "CD 1st", then boot from CD-ROM driver
Your problem is not so simple to be solved here just by asking a few question.
If you don't have important data on your PC, just install your OS(I guess it's WinMe) again. If you do have important data, buy another hard drive, have a friend install on your PC as master HD, install the new OS on that HD and try to recover the data on old HD later.
BTW, since you are using dial-up, you don't need to hide your IP which is dynamically allocated.
