That' what 23's reply implies, if Mr xyzxyz's translation is accurate (which I am sure of, as his English is much better than mine) :

"On this forum, we have Web Masters-on-duty(Gua Pai Ban Zhu), technical Web Masters and other Web Masters. Any of them can manage the boards whenever they have time. Only in the case of disagreement arising between themselves, the Web Master-on-duty makes the final judgement. For example, if one of the other Web Masters deletes a post, the Web Master-on-duty can recover it if he/she sees fit."

And that's exactly where trouble starts. People may recall that when 04 was the Web Master-on-duty (gua pai ban zhu) of Paradise for Mobs, he made open protests again and again, telling other "masters" to stop sneaking into his backyard, deleting posters covertly and just running away. Then when the victim complained, nobody came out to claim the credit. Consequently, he had to take the blame. Despite his repeated protests and pleas, Banzhu 07, though in charge of Rare Crap, simply ignored him and kept sneaking in to murder any poster that he did not like.

This kind of malpractice and abuse of power has caused disastrous consequences. My play Prof Anti-Commie and His Brilliant Girl Student was first posted up here, then it was deleted. Nobody said a word to explain the reason or take the responsibility. I posted up an English poster to protest. Yet no one came out. That was why I added that play into my column. Had anonymous criminal(s) not deleted my play, that would not have happened at all. Then there would have been no exile of the founder of the forum or the subsequent trial.

Anyone with a brain could see that such a chain of events that delivered heavy blows one after another to the prestige of this trash forum was triggered by a single flaw in the managing system.

Furthermore, while the trial was held and I told the audience my story, there was no way to verify it or to find out who had deleted the poster! What was more, 04 himself had no idea what had happened in his territory! How could his colleagues defy him to such an unbearable degree?

Funnier still, 16, under her penname rather than the number, came out to pledge that she had never deleted that play, without any solid evidence to support her plea.

Even this was not the funniest bit. The irony here, as everybody but 16 could see it, is that if she had not deleted the play or had not forced 04 to delete it, why was she so mad at 04 for not deleting it when it was posted up again?

There is only an explanation for all this madness: all the members of the club are nothing but nuts, with the super nuts being 16. And now 23 is issuing a formal license for freelance trouble-making. By doing so, he is in effect encouraging people to trespass into his territory and delete posters at will, so as to cause similar disasters in the future!

This is certainly most selfless, I must say.

Of course he may argue that he remains the supreme authority in his own backyard as he has the power to reverse others' verdict. Fair enough, but how could you be so sure that you are fully aware what is going on in your territory? What if some posters simply disappeared without your knowledge, as has happened under 04's rule? You would then be resented by the victims, even though you were innocent!

Above all, the regulation I quoted above is really evil. See, every member of the trash club is entitled to delete posters, yet only one of them has the power to reverse the decision. This vividly reveals you guys just treat writers as enemies and therefore tend to increase the chances to punish them. If you guys really take others' brainchildren seriously, why not the other way round, ie, only guapaibanzhu has the right to delete posters, but every banzhu is entitled to recover a deleted one?

Anyway, I am going to take 13 and 16 to the court so as to teach them a lesson that they will never forget.
