Because the law is not only rule the public, but also gives the procedure to guide the government.
So, the government is the first group to resist the law written in detail. The more detail the law, the less power for the goverment.
Police is only one department of the government, there are something more.
If you spend some time to read any law from China, it is very easy to find out every procedure is not in detail, the law is written to leave the reinforce department have a lot of tolerence to finish their duty. Their duty comes from their boss, and nobody will care about the legeal right of the public. So who cares? Even the law is written, I bet they still do care!
BTW, in China the law is not serve to the public, it serves the goverment.
What u want is good, if the law goes to detail and day by day, then some day GCD has to face their own legeal issue, which is they never want to face.
