there're acture vote for them, though some are voice votes. Not just committees to handle it. Yes, committees handle hearing, but vote is a must. I told you the reason that rejections are few in last post: there're communication before voting, you check the list you can find 1 withdraw and change before vote.
One more point is that only senates vote on officials, house doesn't do anything with it.
Believe or not, most americans do NOT know this country. For government related topics, I always figure them out myself, because these're simply free and supposed to be available for us
