The three most important figures in forming the U.S. Constitution are: James Madison, Alexander Hamilton and John Jay. Together they wrote the Federalist Papers which are still influential in today's Supreme Court.
As you said, Jefferson was in France at the time. Actually the principles of the contitutional government was well understood. As they say, the devil is in the detail and the credit, in my opinion, goes to the people who actually at the constitutional convention and wrote the mess.
Jefferson was against the new constitution and fought against its ratification. He had a hand in the Bill of Rights, but he wasn't the only one.
