This monetary compensation thing always confuses me. Mr. Hu and Wen have no money. Since the government receives all its money from the population, monetary compensation amounts to a tax on everyone and then pays the alleged victims. Now this may make sense in a democracy since people are directly responsible for voting in the government. However, in an authoritarian state such as China, why should the average citizens responsible for the atrocities committed by some dictator years ago?
